Longbranch Improvement Club Dock Regulations

I Moorage for members of the Longbranch Improvement Club (LIC)
A. Eligibility for Renting a Boat Slip
1. To be eligible for renting a boat slip on an annual basis a person must:
a. Be a regular member of the LIC (see LIC By-Laws)
b. Attend at least three general meetings of the LIC during each calendar year
c. perform a minimum of 15 hours of voluntary service during each calendar year for LIC sponsored functions such as work parties, dances, committee work, etc.
2. Eligibility of a member to retain a slip will be reviewed periodically by the Dockmaster. If eligibility requirements (See A. above and B. below) are no longer met, tenant will be given 30 days to satisfy requirements or vacate slip.

B. Boat qualification
1. Before renting a slip to an eligible member, the Dockmaster will inspect the boat to determine if it is appropriate for dock moorage. General dimensions of the member’s boat must be appropriate for assignment to a specific slip.
2. Only boats used exclusively for pleasure may be permanently moored at the Longbranch Marina.
3. Moored boats must be maintained in seaworthy condition and must not become a hazard or detriment to the moorage facility or other boats.
4. Members must provide proof of their ownership of a qualified boat which is currently registered.
5. Sign the declaration of Waiver by marine Tenant of LIC (available from Dockmaster)

C. Assignment of Boat Slips
1. An application form for a boat slip may be obtained from the Dockmaster. An updated waiting list of members requesting boat slips will be posted in the clubhouse and the Dockmaster’s office. When a slip becomes available, it will be assigned to the earliest applicant who has fully met the eligibility requirements. In January the waiting list will be reviewed. Those applicants who fully completed the eligibility requirements the previous year will be moved to the top of the list in order of their dates of application.
2. If an appropriate sized slip is refused, the applicant will be moved to the bottom of the waiting list.
3. If applicant does not currently own a boat, refusing any sized slip will move the applicant to the bottom of the waiting list.
4. A new renter must pay the total rent for the remainder of the calendar year to retain priority on the slip. If the member does not own a qualified boat, he/she will be given 90 days to acquire an appropriate boat. The slip will remain under the operational authority of the Dockmaster until the new renter is ready to use it.
5. A member currently renting a slip may request a change of slip. Forms are available from the Dockmaster and tenant will be placed at the bottom of the current waiting list.
6. Only a spouse has succession rights for the rental of a slip. Other family members cannot inherit this right; they will be allowed 90 days to remove the boat and/or boathouse.
7. No renter may sublet his/her boat slip or boathouse.
8. When a renter’s boat is sold, slip privileges do not pass to the new owner of the boat.
9. All Rafting is subject to Dockmaster’s approval.

D. Financial Liability
1. All rentals are at renter’s own risk. The LIC is not responsible for damage or loss due to fire, theft or any other occurrence.

E. Payment for rental of boat slips.
1. Rental rates for boat slips are payable in advance, preferably in January. A member may choose to make payments for moorage in three installments due January 31, February 28 (or 29), and March 31. If payment (whole, or one-third) is not made by February first, the slip reverts to the Club for reassignment. In this case, a new renter will be charged for the remaining calendar year.
2. If tenant is evicted or has given 30 days notice, the unused moorage will be refunded on a monthly pro-rated basis once the slip has been re-assigned.

F. Use of Electricity
1. Electricity is available on an annual basis only and must be paid with the first payment.
2. All electrical connections between member's boats and dock outlets must be by marine-rated cords. To help control stray current and limit electrolysis around the dock, plugs must not have any exposed wires and cords must not be allowed to come into contact with the water.
3. Heaters or air dryers for seasonal continuous use are limited to 200 watts per boat. Those who agree to use no more than the 200 watt maximum will be subject to the regular charge for electricity as set by the Board of Directors. For those who plan to use more than the 200 watt maximum during winter months, there will be an additional charge for each additional 200 watts or part thereof See Dockmaster for rates.
4. Marine rated battery chargers are recommended. Use of automotive type battery chargers is only allowed if the battery is disconnected from the boat's electrical system. Such chargers shall not be left on unattended, and shall be disconnected from the battery and electrical system when not in use.

G. Boathouses
1. The installation or modification of boathouses must have prior written approval of the Dock committee. All improvements, except boathouses, become the property of the Club.
2. A boathouse must be maintained so that it does not become a hazard or detriment to the moorage facility.
3. When a boathouse is for sale, it must be first offered for sale to the general LIC membership by placing an ad in the LIC newsletter for a minimum of thirty days. If the purchaser is an LIC member who is not fully qualified, the monthly rent will be equivalent to the daily transient rate. The member will have ninety days to become fully qualified or re-locate the boathouse.
4. If a boathouse is sold to a non-member, the daily transient rate will apply. The boathouse must be removed within ninety days unless regular membership is established during the ninety days. (See Dockmaster)

H. Rules for Temporarily Vacated Boat Slips
1. Renters shall notify the Dockmaster when boat slips will be vacated for the weekend or longer.
2. Vacated boat slips shall come under the operational authority of the Dockmaster until the primary user resumes use. Any slip left vacant for longer than six months shall revert to the Club for reassessment and possible reassignment.
3. A renter shall retain rental priority when a slip is vacated for the winter. When a slip is vacated due to the sale or loss of boat, the renter shall have six months to replace the vessel.
4. An eligible member may rent a temporarily vacated slip at the regular monthly rate for that slip. Priority rules in I, C .1 (p .1) shall apply. The monthly charge shall be for a whole calendar month or any part of that month, payable in advance to the Treasurer. A member who has not met the eligibility requirements for attendance and volunteer hours may also rent a temporarily vacated slip subject to a rate equaling the daily transient rate.

I. Rules for Special Winter Moorage
1. A member who has met the eligibility requirements in I, A I (pg.l) and the boat qualification in I, B (pg.1) may, during the period of November 1 to April I, rent space normally reserved for visitors, subject to a rate structure approved by the Dock Committee. The dates may be modified to reflect seasonal conditions.
2. A member who has not met the eligibility requirements for meeting attendance and volunteer hours or a non-member may, if space is available, be allocated winter moorage subject to a rate structure approved by the Dock Committee.
3. To assure adequate guest moorage, no more that 220 linear feet (1/3 of total) of dockside space will be used for this purpose. Vessels in winter moorage may be asked to anchor out or permit rafting on weekends of expected high demand for space by visitors.
4. The privilege of special winter moorage is granted for one winter. 5. A winter moorage list is maintained by the Dockmaster with priority granted to fully qualified members.

J. Rules for the Use of the Dock and Adjacent Waters
1. Due care must be exercised in all navigation and boat handling. Boats must not produce a wake near the dock.
2. All Improvements to the dock must have prior approval (See Dockmaster). All improvements become property of the LIC.
3. Boat owners are responsible for good housekeeping on the dock and on the floats around slips. To protect the environment, and as a courtesy to adjacent boats, sanding, painting, and other maintenance work must adhere to current State and Federal regulations, which limit the surface area that can be worked on at anyone time, and prohibit the discharge of paint residue into the air and water.
4. To conserve water, a nozzle must be used on hoses when washing down and cleaning boats and equipment.
5. Discharge of sewage or pumping of heads is not allowed while moored at the dock. Portable toilets are provided in the parking lot.
6. No refuse of any kind shall be thrown overboard in the vicinity of the dock. Refuse containers are located on shore at the end of the dock.
7. Renters are subject to the fire and environmental regulations which are posted on the dock.
8. The tidal grid shall not be used under any circumstances.
9. In case of emergency threatening injury to persons or damage to property or in case any boat or boathouse becomes a source of danger, any member of the LIC authorized to take action to meet the emergency and no liability thereafter shall be incurred by the Club or the individual member.
10. Any member who uses guest moorage space must pay guest moorage rate. This does not apply to winter moorage.

K. Use of the Dinghy Dock
1. The dinghy dock is maintained for the temporary use of visiting boaters.
2. Any members may use the dinghy dock. A monthly rate will be charged after a three day grace period. An annual rate is available (See Dockmaster).
4. No boat longer than 12' may tie to the dinghy dock. Care must be taken not to obstruct access to member's slips.

II. GUEST MOORAGE FOR VISITING BOATS
A. Visiting boaters are welcome to moor temporarily at the designated guest moorage area and to use electric and water outlets not in use. Visitors are subject to the regulations which are posted on the dock. There is a 72 hour time limit for temporary moorage. Approval of the Dockmaster must be obtained for tie-up beyond 72 hours.
B. Fees for overnight moorage and use of electricity are posted and payment envelopes are available near the center of the main float. The removable part of the envelope must be filled out and displayed on the boat in a manner clearly visible to the Dockmaster.
C. Space for visiting boats is available on a "first come-first served" basis. Reservations are not taken. The Dockmaster will try to accommodate large groups if possible, but not to the exclusion of individual guests.
D. Rafting is expected when the dock is full. Rafted boats are subject to the same moorage rates as dockside boats. When rafting is required, each boater is responsible for being anchored properly.
E. There is a courtesy, no fee moorage time limit of up to two hours.

III. Appeal of Rule or Policy and Grievances
A. Any member of the LIC may appeal a rule or policy of the LIC Dock or file a grievance. This must be done in writing and submitted to the Dock Trustee. Upon review of the appeal or grievance the dock Trustee will make a recommendation to the Executive Board for a final resolution.
